The City of Ketchikan operates five public boat harbors in the Ketchikan area. Harbor regulations and user fees are established by the Ketchikan Municipal Code Title 14 .

All vessels using the harbors must register with the Harbormasters office at Bar Harbor, located at 2933 Tongass Avenue, or submit a registration via email.

When registering, official vessel numbers must be provided. All vessels mooring in the harbors must pay a user fee based on the overall length of the vessel. This includes auxiliary skiffs and seine skiffs, if they are in the water.

Check out time is 12:00 p.m. (noon)

Boats remaining in the harbor after noon will be charged for that day. For less than two hours moorage, vessels may use the loading zones. Loading zones are painted white and located near harbor ramps. There is no charge for use of the loading zones for a maximum of two hours.

ALL BALANCES FOR HARBOR USE MUST BE PAID IN FULL PRIOR TO DEPARTURE!

There are transient moorage areas in all the harbors. Open Moorage Permits must be purchased in advance, as staff does not automatically send out bills for permits. Permits are non-transferable and non-refundable. A vessel owner can purchase 30-day and 90-day open moorage permits in advance. If you do not purchase a 30-day or 90-day permit in advance, the vessels will accrue charges at the higher daily rate. There are substantial savings when you purchase 30-day or 90-day permits.

Please Note: Open Moorage Permits for harbors do not apply at the port docks downtown. Separate dockage fees are charged for using port facilities.

Electricity is not included in the moorage fee. Most electric meters, whether locked or not, are privately owned by the stallholders. Do not plug into power without permission from a Harbormaster-- this can be considered utility theft and is punishable by law. The Harbor Department provides power at Casey Moran Float and a few other designated open moorage sites only. There is a charge for electricity, and when paying for moorage, a vessel owner should let staff know if electricity was used or a bill will be sent for electricity use at the end of each month.

Potable water is available on all floats. Containers for used oil are provided at the top of some ramps, and there are pump-out stations at Casey Moran Float (corner of Float 5), North Bar Harbor (between Floats 10 & 11), and Thomas Basin (corner of Floats 1 & 5). Restrooms and showers are available at the Harbormaster's office at North Bar Harbor. A laundry facility is available within walking distance from Bar Harbor.

Please Note: As of January 2017, there are no other shower facilities other than the Harbormaster's facilities.

There are three fuel docks in Ketchikan; two are located to the south of downtown, and one is located to the north of downtown. Usage of the tidal grids, cranes, and drive-down ramp are by reservation only and there are associated usage fees. A gear float is located at the north end of Bar Harbor and is available at no charge for working on nets, etc. Gear storage and mooring are prohibited at all times on the gear float. When harbors are crowded, it is permissible to moor alongside another vessel in an open moorage area. It is requested that vessel owners use adequate fenders and mooring lines when doing so.
